Last Resort: May look intimidating, actually a fabulous Sudoku

SamuPiano and sujoyku created an exceptional puzzle with yet another new variant rule set. You may find it intimidating like I did, power through that feeling to enjoy a master-piece.

Rules:

Normal sudoku rules apply, i.e. each row, column and 3x3 region has to contain the digits from 1 to 9 once each.

Region sum lines: Box borders divide the blue lines into segments with the same sum. (Different lines may have different sums.)

Pea lines: The sum of the digits on a line strictly between two circles is equal to a concatenation of the two values in the circles, in some order. For instance, 3_346_1 could be a valid split pea line, as 3+4+6=13, which is 1 concatenated with 3. (Note: The bounding circles are not part of the region sums.)

Inequality: The > is a "greater than" and points to the lower digit.
